Valid Beginning: 5:00 a.m. today until 5:00 a.m. tomorrow
Synopsis:

A Low Pressure Area (LPA) was estimated based on satellite and surface data in the
vicinity of Masbate (12.5ºN 123.5ºE) embedded along the Intertropical Convergence
Zone (ITCZ) affecting Southern Luzon, Visayas and Mindanao.

Forecast:

Central and Southern Luzon, Visayas and Mindanao will experience cloudy skies with
scattered rainshowers and thunderstorms becoming widespreads rains over the
western sections of Visayas and Mindanao which may trigger landslides and flashfloods.
The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers
or thunderstorms mostly in the afternoon or evening.

Tropical Cyclone Alert: Tropical Depression "GENER"

Issued at 11:00 p.m., Friday, 04 July 2008



Tropical Depression "GENER" has maintained its

strength as it continues to move west northwest toward the South China Sea.



Location of Center: (as of 10:00 p.m.)

480 kms West Northwest of Coron, Northern Palawan

Coordinates: 13.3°N, 115.8°E

Strength: Maximum sustained winds of 55 kph near the center

Movement: West Northwest at 15 kph

Forecast Positions/Outlook:

Saturday evening: 790 kms West Northwest of Coron, Northern Palawan

Sunday morning: 950 kms West Northwest of Coron, Northern Palawan or

150 kms South Southwest of Paracel Island.



No Public Storm Warning Signals Raised



Tropical Depression "GENER" will continue to enhance the Southwest monsoon and bring rains

over the Western sections of Luzon and Visayas. Residents in low lying areas and near mountain

slopes are advised to take all the necessary precautions against possible flashfloods and landslides.

As of today, 05 July 2008
NO tropical cyclone existing within the
Philippine Area of Responsibility (PAR) over the South China Sea &
Northwest Pacific Basin at this time...
Tropical Depression "Gener" has dissipate.

Tropical Cyclone Formation is not expected
through Tuesday, July 08, 2008.

Week One (1) Forecast: JULY 01-07, 2008 [Tuesday to Monday]

An increased chance of below-average rainfall for South China Sea and
the Philippines. Increased upper-level convergence (High Pressure Area) and
decreased monsoonal flow into this region are expected to result in suppressed
rainfall in this area.
Confidence: MODERATE.

Week Two (2) Forecast: JULY 08-14, 2008 [Tuesday to Monday]

[1] An increased chance of above-average rainfall across South China
Sea and the Philippines. Wet conditions are expected to return in this area

ITCZ and areas of above sea surface temperatures

Confidence: LOW.
[2] Favorable conditions exist for Tropical Cyclogenesis across the South
China Sea, the Philippine Sea & Western Pacific Ocean. Renewed convection
and recurrence of low-level westerly flow equatorward of this region are expected
to lead to another round of favorable Tropical Cyclone development

Tropical Depression "HELEN" was estimated based
on satellite and surface data at 390 kms East of Basco, Batanes (20.3ºN;125.8ºE)
with maximum sustained winds of 55 kph near the center. It is forecast to move west slowly.

As of 5am, the active low pressure area northeast of Northern Luzon has developed into a
Tropical Depression and was named "HELEN".

: Maximum sustained winds of 55 kph near the center

: West slowly

Tropical Depression 08W (HELEN)
nears Tropical Storm strength as it continues to drift WSW closer to
Northern Luzon...Enhanced Southwest (SW) Monsoon, bringing rains & winds across Metro Manila,
Luzon including Southern Quezon and Western Bicol Region.
Tropical Storm "HELEN
" has maintained its strength and remains a threat to Northern Luzon.
Tropical Storm "HELEN" will continue to enhance the Southwest Monsoon and bring rains over the
rest of Luzon particularly over the Western Section.
+ Forecast Outlook:
08W is expected to turn Westward and become a Tropical Storm within the next 24 hours.
It shall pass along the Northern Tip of Cagayan early tomorrow morning (approx 1 AM), then shall track WNW to
NW across Balintang Channel, passing West of Batanes Group early Thursday morning,
July 17. The 3 to 5-day long-range forecast shows the system accelerating NNW to Northward,
making landfall the SE coast of China early Friday morning, Jul 18 w/ forecast peak wind speeds of
100 km/hr. 08W shall move across mainland China thru Saturday & Sunday (Jul 19-20) as a downgraded
and dissipating system.

+ Effects
: 08W's western outer rain bands continues to spread across Northern Luzon particularly along
Cagayan, Isabela, Babuyan & Calayan Group of Islands. Rains and winds not exceeding 55 km/hr can be
expected along these bands. Moderate to rough seas to prevail along the coastal areas of the affected areas.
+ Current Monsoon Intensity
: Southwest (SW) Monsoon currently enhanced by TD 08W (HELEN) continues to
affect Metro Manila, Luzon, Mindoro, Southern Quezon including Bicol Region
